Richwood is a village in Union County, Ohio, United States. The population was 2,229 at the 2010 census. The first settler in Claiborne Township was Cyprian Lee, who with Henry Swartz took the contract to build the township's first road in 1825. The town of Richwood was laid out August 8,9,10 1832 by Philip, his brother Thomas and Union County Surveyor Levi Phelps. The north-south and east-west roads were named Franklin (after Benjamin Franklin) and Ottaway (later renamed Ottawa), respectively, both to be 100 feet (30 m) wide. Dr. John P. Brookins was the only doctor in Richwood and served as Justice of the Peace and as Postmaster. His cabin had one door, two windows, a puncheon floor, clutched roof, and scutched (smoothed) interior. Dr Brookins' daughter Mary died of severe burns when her clothes caught fire when she got too close to a log-burning fire. His son Frank built the third cabin for a widowed boy, which was his father's larger home for his blacksmith shop and shoed horses. His father had two rooms, the larger of which was for a blacksmith, Frank Carney, who was the widower of Mary Brookins, who died in a house fire in 1855. The third cabin was built by blacksmith Frank Absolom Carney on the corner of East Bomford and Franklin Streets.
History

Brookins and his family. Dr Brookins was a friend of Philip's from Mt. Vernon and had been looking for a place to practice his medicine. The property tax rate of $11.09 shown here is the rate per $1,000 of home value. If for simplification for example the tax rate is $14.00 and the home value is $250,000, the property tax would be $14.00 x ($250,000/1000), or $3500. This is the 'effective' tax rate.
